Charles Bélanger-Bélanger is a consultant and doctoral researcher working at the intersection of financial inclusion, fintech, and development finance. Over the past decade, he has advised institutions such as IFAD, FAO, UNCDF, and several financial institutions across Africa on agricultural finance, MSME lending, and innovation in inclusive financial systems. In this session, he will present a case study drawn from a recent assignment examining the use of credit lines and guarantee mechanisms to expand access to finance for underserved rural enterprises. The discussion will explore how these instruments are implemented in practice, what financial performance indicators can be used to assess them, and how the measurement framework might be expanded to better capture social and impact outcomes.
