Measuring Women’s Economic Empowerment: A Policy Brief for Program Design and Evaluation

Women’s economic empowerment (WEE) is central to inclusive finance — but measuring it remains a challenge. In a new policy brief, FINCA’s Research and Data Science team shares practical lessons from customer research on women’s saving behavior in Uganda, conducted in collaboration with BRAC.

Using rigorous statistical validation, the research shows that commonly used empowerment metrics often fall short, while locally derived measures perform far better at capturing women’s financial behavior and outcomes.

The brief offers actionable guidance for practitioners, funders, and policymakers seeking to strengthen empowerment and financial impact.
