CAFIID is a global network advancing impact investing in emerging markets. We convene investors, ecosystem actors, and partners to support more inclusive and sustainable financial systems. With new multi-country programming launching, CAFIID is entering a period of strategic growth and operational expansion.
Role Overview
CAFIID is seeking a consultant to lead the development of a Project Implementation Plan (PIP) and baseline study for a multi-country initiative across Asia, West Africa, and Central America.
This role will translate program design into a clear, funder-ready implementation and monitoring framework, working closely with CAFIID leadership and partners.
This is a hands-on role involving both coordination and structured writing. There is potential for the role to evolve into a longer-term continued engagement in project management or evaluation.
Key Responsibilities
Project Implementation Planning
Lead development of a comprehensive implementation plan, including workplans, timelines, and coordination structures
Develop key components such as theory of change, logic model, and results-based monitoring framework
Define governance structures, decision-making processes and coordination mechanisms across partners
Support the updating of the proposal budget to align with key elements of the PIP.
Baseline Study & MEL
Design and coordinate baseline data collection across multiple regions
Ensure data is appropriately disaggregated (e.g., gender, geography and other relevant inclusion dimensions)
Develop a clear baseline narrative, including methodology and limitations
Align baseline data with indicators, targets, and reporting frameworks
Coordination & Alignment
Work with global and national partners to align inputs and expectations
Identify risks, dependencies, and sequencing considerations
Ensure coherence across overlapping project activities
Compliance & Quality
Ensure alignment with donor requirements
Support development of key annexes (e.g., PMF, MEL plan)
Produce clear, structured, high-quality documentation
Qualifications
Required:
Experience in developing GAC Project Implementation Plans
Experience in project planning or management for multi-stakeholder initiatives
Experience with baseline studies, MEL, or data coordination
Experience integrating gender equality, human rights and environmental sustainability considerations in program design or MEL frameworks.
Familiarity with theory of change, logic models, and results-based frameworks
Strong ability to produce clear, structured written deliverables
Experience coordinating across partners, regions, or teams
Experience and familiarity with GAC budget processes
Assets:
Experience with donor-funded projects (e.g., GAC or similar)
Familiarity with impact investing or ecosystem development
French and/or Spanish language skills
Working Style

Able to bring structure to complex and evolving inputs under tight timelines
Collaborative, detail-oriented, and accountable
Compensation
Commensurate with experience and aligned with the scope of the contract.
