Michel A. Rathier

 
 

Michel is an accomplished and seasoned international development executive and project manager cumulating over three (3) decades of development experience and expertise mainly focused on fostering sustainable economic growth in numerous countries of West and Central Africa, Southeast Asia, and Latin America on initiatives financed by major IFIs/DFIs (WB, AdB, AfDB, IFAD, MCC). 

As Expert-Advisor and Chief of Party, he as led complex enabling initiatives aimed at improving business environments and expanding market opportunities. These where achieved through the provision of greater access to adapted and inclusive financing mechanisms and instruments on behalf of Rural SME’s, actors operating on Agricultural and other Natural Resource Value Chains, and for Women Entrepreneurs, all while enhancing Climate Resiliency and Food Security.

In the course of his career, Michel executed mandates in his areas of expertise on behalf of numerous Islamic countries such as Algeria, Bangladesh, Djibouti, Egypt, Indonesia, Mali, Morocco, Niger, Pakistan, Palestine, and Senegal.

Michel now specializes on impact fund design and management. He currently serves as an Expert-Advisor to various departments of the German KfW Bank for impact funding initiatives in Mali (since 2021) and in the Ivory Coast.

He holds an MBA in international management from l’École des Hautes Études Commerciales (HEC Montreal), a Masters in urban planning (rural development) from l’Institut d’Urbanisme de l’Université de Montréal, a Bachelor’s in social psychology (organizational development) from l’Université du Québec à Montreal as well as extension studies certificates from the Kennedy School of Government and USAID.
