Carlos Delgado

 
 

Carlos is a community development consultant and the Global Partnerships Manager with Clear Impact, a performance reporting and data management solutions software company. In this role, he advises organizations to build transparent and collaborative impact measurement systems and a culture of continuous improvement. He is also serving as the data and metrics advisor for the Lincoln Institute of Land Policy Legacy Cities Community of Practice program. 

Passionate about racial, gender, and ethnic equity at the forefront of economic, community, and workforce development, Carlos worked at PolicyLink (a USA-based action research and action institute advocating for economic and racial equity) before joining Clear Impact; where he provided capacity-building, advisory services, and policy research to local governments and community organizations to craft and implement outcome-based equitable growth and development strategies. Prior to PolicyLink, he worked at the National League of Cities (NLC) in Washington DC, where he led several communities of practice and technical assistance programs, advising Mayors, city officials and other stakeholders to create access to economic opportunities to shortchanged populations through an equity lens. Before working in the USA, Carlos worked in Canada for the Investment Attraction Agency of the Greater Toronto Area (GTA) and for the Region of Durham Economic Development Department. 

In addition, Carlos is also a member of the Board of Directors of the Urban Manufacturing Alliance (UMA) and the Association of Pedestrians and Bicycle Pedestrians (APBP. In his spare time, Carlos enjoys playing tennis, exploring different cities and neighborhoods, and supporting the Toronto Raptors and Syracuse University basketball teams.
